看时间状语是“in the last twenty years”是一段时间,有延续的意思,所以用完成时态,又因为一直延续到现在,所以用现在完成时（have been sent）； 假如这个句子的时间状语改为“last year”,或“in 1989”,那用一般过去时（were sent up...）就没问题了.
