accuse sb of,be accused of指“指控,控告”,后面加罪名或者罪行.
而本句的accuse指责怨,his own misfortunes并不是具体的罪行(如stealing something)或罪名(如murder).这里用for更恰当,表示“为……”来开脱.

关于accuse 和charge的区别,字典上是这样解释的
To accuse is a somewhat formal act,and is applied usually (though not exclusively) to crimes; as,to accuse of treason.
Charge is the most generic.It may refer to a crime,a dereliction of duty,a fault,etc.; more commonly it refers to moral delinquencies; as,to charge with dishonesty or falsehood.
也就是说前者多用于正式的场合,用于描述“指控”某种犯罪行为,而后者适用范围十分广泛,用于“指控”“谴责”“责备”都可以,而且常用于表达道德方面的错误,如不诚实等等.
因此,第一题选C,翻译作“他们指控警察将三名学生打死.”第二题选D,翻译作“他责备他们食言的行为.”其中,第二题显然不能用accuse作“指控”翻译.而对第一题来说,硬要用charged这个选项也不能说就是错,但是accused要合适得多,这就跟使用习惯有关了,对于这种题只能积累经验吧.
