确定是 weighting吗?我认为是 weighing 你确定没有拼错?
weight 做名词是重量的意思,而做动词只做及物动词表示 加重量于.或者,使变重 这里应该用 weigh的不及物动词即“重量为；重（多少）”,想一下不及物动词本身会有被动吗?它本身是不能直接加宾语的,而被动是要把宾语变成主语然后才构成了所谓的被动,所以此题用 weighing ING分词表主动为正解. 此时后面是 名词作状语表重量, 类似的名词作状语还有表倍数,身高等：3 times bigger； 150cm tall
至于weigh什么时候作及物动词什么时候作不及物动词取决于它是什么意思,如果你要用它的及物意思就是指“加重量于谁谁谁”,如果是作不及物动词就是指“重量为多少多少”.
被动的用意本身就是指把以前作宾语的成分改成主语了,才形成了被动,
比如： Tom killed Jerry. 此句主语是 Tom 宾语是 Jerry 但是如果我们把Jerry拿来作主语的话,就是将之前的宾语改成的主语,那就要被动了
即：Jerry was killed by Tom. 也就是说一个动词如果它能够直接加宾语的话他才能用过去分词隐含被动的意味,如果它不能直接加宾语那么可以转化成被动吗? 所以用及物动词的意思时才可以被动,即weighed表示“被增加了重量”或者“被称了重量”,而此题用 weighing用不及物动词的意思即“重量为多少多少”.后面的 pounds就是我之前说的名词作状语表重量的程度,类似的前面也举例说了 表高度,倍数的也可以用名词3 times,150cm 作状语表它们的程度.

我们来分析一下这个句子：
主语（He）+系动词（was）+表语（ one of only a few people ）+定语1（ with both practical skills and scientific knowledge ）+定语2（to carry out the mission）
我们说定语是用来修饰名词的,定语1就是用来修饰a few people的,由于此句主语也是名词,那么定语2是用来修饰主语的,这里的定语2与主语是一个主谓的关系,即：He carries out the mission.他执行这个任务.
这句就可以简化为：
He was one (people) to carry out the mission.他是一个执行这个任务的人.
He was one of only a few people with both practical skills and scientific knowledge to carry out the mission.他是（少数的同时具备实践技能和理论知识的人中的其中一个）可以执行这个任务的人.
